Environmental issues can impact property use and development. Federal regulations define environmental responsibility and liability with respect to property. Environmental Site Assessments (ESA) are a key tool in the environmental due diligence process and are commonly performed as part of real estate transactions (including acquisition, refinancing, or foreclosure), estate distribution, and business mergers or joint ventures. The purpose of the ESA is to identify potential environmental concerns and evaluate the risk of environmental impairment and liability.

A phased approach is generally employed for environmental assessments. Phase I includes research of the site land use history, review of government records, interviews, and on-site observations to identify areas of potential concern. A less rigorous assessment, called a Transaction Screen, may be appropriate for smaller, less complicated properties.

If warranted, Phase II work entails further investigation of areas suspected or known to have environmental issues.  Phase II work usually includes sampling (subsurface soil and groundwater or building materials).  With the Phase II data and information response action alternatives, costs and liabilities can be determined.

 

Many companies and organizations that routinely contract for these investigations have developed their own specific scopes of work for conducting Phase I ESA.  For clients without specific ESA guidelines, Parks Environmental developed a standard approach based on the widely recognized American Society of Testing and Materials Phase I ESA practice (ASTM E-1527-05 and E 1528-05).


Parks Environmental professionals also design, manage and direct subsurface environmental investigations (Phase II EA). If sub-surface environmental contamination is present, we can prepare remedial action plans and mange corrective actions that comply with regulatory agency policy and guidelines.


Increasingly, limited environmental sampling such as asbestos, lead, radon, mold and other indoor air quality factors is conducted as part of the ESA. Our depth of experience with these inside the building issues uniquely positions us to accommodate these comprehensive investigations.
